JAY PALMER SCHOLARSHIP
NCPSMA endorsed the Jay Palmer Scholarship Fund in 1989 for public school maintenance personnel, their spouses and children. The scholarship is awarded annually to qualified recipients enrolled in institutions of higher learning.

- Current NCPSMA member and employee of a NC Public School LEA, spouse, child or adopted child of said employed member.
- Financial need.
- Acceptance by college of his/her choice.

Jay Palmer Memorial GOLF TOURNAMENT History
Who was Jay Palmer?
James Benjamin Palmer, Jr. was born on April 2, 1920 in Stanley County in the town of New London, North Carolina. After high school he attended Lees McRae College and then went on to serve his country as a Staff Sargent in the United States Army during World War II. Mr. Palmer met and married a beautiful Davidson County girl which brought him to Davidson County. He organized the Davidson County Schools Maintenance Department with one employee and served as Supervisor/Director for 30 years. Mr. Palmer was a charter member of the North Carolina Public School Maintenance Association and served as an officer for District V. He then moved onto the state level serving in several state offices as well as State President. He loved and supported NCPSMA. He passed away on May 31, 1989.
Why the Jay Palmer Scholarship Trust Fund?
Following Mr. Palmer’s death, the scholarship fund was established in 1990 by his wife, Geneva and his three children: Catherine, James and Jeff. The goal of the scholarship fund is to provide scholarships for: Maintenance Employees of a North Carolina LEA and an Active Member of the North Carolina Public School Maintenance Association, and/or their children or adopted children. Qualification requirements are that the applicant is in full-time employment of a North Carolina LEA and an active member of the NCPSMA, and / or the Child or the ADOPTED Child of the full time employee whom is an active member of the NCPSMA. .
Who has helped make the Jay Palmer Memorial Golf Tournament happen?
The tournament began in 2001 with the help of Clark Bunting, President of Handi-Clean Products sponsoring the Golf Tournament. The current sponsor is John Labban of Premier Supply and he works tirelessly to help see that the Golf Tournament continues to succeed. James Palmer, III is a family member and Secretary/Treasurer of the Jay Palmer Scholarship Trust Fund. A big THANK YOU for the support received from NCPSMA districts and all the vendors and players. This is the only fundraiser that the scholarship currently holds.
Why the Hats off to You?
As you can imagine, when Jay first organized the maintenance department in Davidson County with only one employee, he wore many hats. For some reason, he started collecting hats and over the years vendors, friends and acquaintances blessed him with many hats. At the 1990 NCPSMA Annual Eastern Convention an auction was held with the sale of his hat collection and proceeds from this auction helped establish the scholarship fund.
